DCIPA, Douglas County Individual Practice Association, Inc. The Douglas County Individual Practice Association, Inc., (DCIPA) an Oregon Corporation, was formed in 1993 to provide a structure by which its shareholders, as physicians in the active practice of medicine, could respond to changes in local, regional and national medical care delivery and reimbursement systems. The principal activity of DCIPA is that of a fully-capitated health plan with the State of Oregon to administer the Oregon Health Plan in Douglas County. FamilyCare, Inc.

FamilyCare, Inc. was created in 1984. In the beginning, FamilyCare was originally designed as a managed care organization to provide health care to the Medicaid population under the 1983 Medicaid Managed Care Act. With the exception of Kaiser Permanente, FamilyCare is the oldest Medicaid Managed Care program in Oregon.   FamilyCare had two major operational objectives at its inception. The first was to provide an opportunity for physicians to successfully practice under a capitated payment system. (FamilyCare was not the first to capitate primary care physicians but it was the first to capitate specialists in Oregon.) The second objective was to create a management system that left physicians and providers in control of managing their patients.



Marion Polk Community  Health Plan Advantage

Marion Polk Community Health Plan Advantage (MPCHP Advantage) was created in 2006 and is a Special Needs Plan offering basic Medicare medical and prescription drug benefits to those who qualify for both Medicare and Medicaid. MPCHP Advantage was formed in response to the changes in public health insurance in which the Federal government greatly expanded Medicare benefits and added a brand new prescription drug benefit for Medicare beneficiaries.Â
